Mike,
I use MMTY and FSK. I built my own interface between my Mark V and computer and
I'm not real familiar with the Rascal.
But on the Mark V pin 4 is ground, pin 3 is PTT, pin 2 is data out and pin 1 is
shift. Make sure the Rascal cable is wired properly. This info is on page 16 of
the manual.
Also go to check your menu setting 6-2 to make sure that it's set to high tone
and make sure you select LSB via the RTTY mode button.

This is all new to me, but here's what I'm trying to do. Using a
1000 MP and MMTTY with a "Rascal" interface, and the cable that
is for FSK (plugs into the 4 pin Rtty jack on the back). I have
the Rtty button pushed in as mode selection. All I'm getting is
one tone. To listen to it, it sounds like both are being sent,
but in watching the watt meter, it's just a steady tone. Called
VE9DX and he reported "steady tone" also. Is there something in
MMTTY I'm missing? Wanting to get on for NAQP Saturday, but may
have to go AFSK if I can't figure this out.
