In the WriteLog Help files, go to the section called
"CW and RTTY and Voice Memory Setup"
and read what it says about % I (for inserting) inside the F Key buffers.
You might also find the rest of the % signs interesting and useful. I've
printed this out in full to have at hand when setting things up.
