[RTTY] Question about new rules in CQ/RJ-WW-RTTY

This is just like the rules for the CQWW CW/SSB contests.  Both
stations ("run" and "mult") are considered independent as far as the 10
minute/6 band change per hour rule is concerned, i.e. each has its own
timer, indepdent of the other.  But the "mult" station is restricted to
working only new multipliers, it can not work QSOs that are not
multipliers.
