As K8CN noted, it looks like the source is switching on for 10 seconds and turning back off. Is there any sort of pattern about times when the noise appears? Always the same length of time its on? Could keeping track of those times provide a clue? Perhaps to the neighbor?

How broad is the noise in frequency? Can you do a much wider waterfall to get an idea of bandwidth?

I don't have a clue about possible sources, except that it doesn't look like a power control device.
