The subject is rather complex.

First, most of the standards set RF exposure limits at 100 kHz and above.  A 
similar test is being conducted in Indiana in the US.  That system operates at 
85 kHz, so technically there are no exposure limits.

The limits are time averaged.  The US system senses the presence of a 
compatible car and turns itself on for 300 ms.  The exposure will repeat at the 
next pad located some 3-5 meters away. In practice, these devices will be in 
operation only for operators of these special cars and only for a small 
percentage of the time.

The premise that "shielding" prevents exposure is marketing hype. These devices 
intentionally radiate magnetic fields,. Some "shielding" or the antenna design, 
could minimize radiation from anything other than straight up.

The real issue is EMI, from harmonics of the "transmitter" used to feed them. 
Even if perfectly stable, the US devices would have harmonics every 85 kHz well 
up into HF.  Also, as the devices turn on and off, what are the "key clicks" 
going to be like?

ARRL will be participating in the early testing of the US system later on this 
summer.
