His "cocky" in a huff last words were, "I'll try to install those things if I 
get a chance".   Since I'm retired, I know how many chances have come and gone, 
too many.  This is about a 1/2 hours work per light, at worst, (6) lights = 3 
hrs.  These are post mounted deck lights, each post has a cap, it's not rocket 
science.  No criticism taken !!

Hi again,

Has he actually said he is going to do nothing, or is there just a lack of 
action?  How much time has passed from your first test to now?

I am not criticizing how you are handling this, but trying to get a picture of 
exactly what has transpired...
