I would suggest that you file your complaint with the FCC just in case
there is a "too late to file" date.
Ninety day after your complaint, and you're getting the "we're still
looking into it" brush off, methinks solar city is hoping you will just
go away.
In too tightly regulated California, under the radar remarks have been
made by the various solar installers about "any* bad press might ding
their business model.
Fwiw, SC gave up on Nevada installs very quickly after the various
Nevada p & l's lowered their kw per hour rate.
T'was in our local paper that SC stated there just wasn't any money to
be made, so they broke camp and left town so to speak.

No word from Solar City regarding the Solar Panel RFI interference
case I filed with them on August 8th of this year. I've been in touch
with their representatives periodically who say that they are still
looking into the matter. The last contact was a month ago and the case
is now 3 months old.
I provided Solar City with Tony-Brock Fisher's QST article on how to
suppress solar panel RFI and also put them in touch with experts in
the field. The most offensive noise comes on when the solar panels are
lit by the Sun which is most likely caused by the solar panel
Optimizers as described in Tony's article.
At this point, I'm not sure if it pays to file a complaint with the
FCC or let the situation play out.
