Quite simple. The best known and respected EMC compliance standard is CE
marking - which is European. So marking something 'CE' in North America is
essentially meaningless - but can fool most of the people most of the time.
(Incidentally, CE marking covers much more than just EMC compliance. It is
unfortunately not unknown for some manufacturers selling into Europe to pull
the same trick - which is illegal.)
