 Gary;    Great to hear you found the offending street light. My town of a 
large 1360 population still uses overhead power lines and offending lights are 
easily heard on the A.M. band.
      I wonder if perhaps your lights use underground wires and if that might 
limit the signals to higher frequencies. Hmm?? Maybe someone here has an 
opinion?
