I think there is a BIGTIME Part 15 problem here.
This detail from W8WWV has been sent to the ARRL folks for follow up
communication with the FCC.

That's right in the area of this RFI I have seen, with some
weaker signal artifacts detectable up through 26, 27, and
even 28 MHz..
