Hi Barry, It does sound like a street lights. A quarter mile away is the outer limit. Yes the noise will start when the light is on and stop when it goes off. If it is a street light the noise usually is only active at night. If only at night the problem is the light bulb, an High Pressure Sodium (HPS). If the noise is present day and night it is the photo cell and the bulb. Who your power co?
