Fortunately, the EME folks have fairly focused arrays and only
have to worry about 'sidelobes' (i.e. side lobe energy or -ug- radiation)
placing energy into areas occupied by humans; unlike on HF where
one often ends up being in the active 'field' of the antenna!
And working closely to one of the active elements in an EME
array doesn't pose that much risk either; as each element
receives only 1/n as much energy as there are n elements in
the array (assuming no array 'tapering'; unequal element
excitation for beam forming or sidelobe reduction purposes.)
Now, were they to stand some distance away from their array in
the focused beam, there could be some effects; but a collimated
2M array still has energy spread over a fairly large area (the
X by Y area of the array).
