In one of the comments on the current NPRM, I found a reference to Promises and False Promises of PowerLine Carrier (PLC) Broadband Communications ? A Techno-Economic Analysis by Rahul Tongia, Ph.D., Asst. Research Professor, School of Computer Science (ISRI)/Dept. of Engineering & Public Policy, Carnegie Mellon University (<mailto:tongia@cmu.edu>tongia@cmu.edu). This excellent econometric analysis by an apparently disinterested academic can be found at <intel.si.umich.edu/tprc/papers/2003/246/Tongia-PLC.pdf>. It stops short of declaring Access BPL ?doomed to fail,? but raises sharp questions about its economic feasibility in rural areas where customers are sparsely located, and even in suburban areas where BPL faces competition from other carriers.

Worth reading.
