This sounds very much as if the residence involved either had bought a
"wireless" (carrier current) extension modem operating on 3515 or had one
installed by the Cabe TV folks to connect the cable-box's modem. I have heard a
number o f such conversations, and similar occurrences had been reported to the
ARRL when these devices began showing up in the low end of 80 meters. You can
hear them a LONG way.
The ARRL has tried to get all of them off the air, with some degree of success.
