[Orion] Accuracy of SWR Meter

Thanks to N3OC's incredible efforts, I now have a decent transmit 
antenna for 160.  When we were checking out the antenna, we noticed 
that the wattmeter (RF Applications VFD) consistently read SWR lower 
than the Orion SWR meter, and power lower than the Herc II bar graph.

My setup is this:

Orion --> Herc II --> VFD wattmeter --> 238 Tuner --> individual 
antennas

In either instance, which is the/reliable one?
