[na-user] CW PTT/FT1000MP, ARRL DX, Software Lockout

The software lockout is for stations using two radios on a single band.
Like W3LPL and K3LR having two stations on the same band in their M/M
efforts.  Or like what we did in the 160 contest last weekend... using two
radios on the same band.  

Maybe the need doesn't justify the work.
