[na-user] Changing COUNTRY.DAT

[KWIDELITZ@delphi.com (KWIDELITZ@delphi.com)]

I worked B1Z in China which is unknown to the version of COUNTRY.DAT that I
have. I edited the file and added B1Z in with the China prefixes, but NA
still doesn't recognize it. What do I need to do to fix this?
