[ct-user] CT to ADIF version 7.1 released 20 May 2011

I've released CT to ADIF Version 7.1.  You can download it from here:

    http://software.ad1c.us/CT_to_ADIF/

There are both DOS and Windows versions in the .ZIP file.  The web
page contains a revision history at the bottom.

These are the changes in this release:

Ver 7.1 - 20 May 2011

    Fixed NEQP bands in CT 10.04
    Added recognition of 4-letter (truncated) NEQP county abbreviations.
