Well, once again, I have egg on my face.
Here's my revised startup line:"C:\Program Files\K1EA Software\CtWin\ctwin.exe" 
wpx2005 -reset
Moving the quotations solved the problem. I kept a file copy of the bad bin 
file and -reset  repaired it now just like it's supposed to.  The sad thing is 
I know better and got myself confused and compounded the problem. In DOS you 
must actually type the line and in XP I just forgot to move the quotes.

  I just ran a quick experiment with CTWin 10.02.005 and WinXP. I
  started a new file and moved all windows off screen then exited. I
  restarted CTWin with the -reset option and all windows were returned
  to their initial positions.

  The -reset option needs to be outside the double quotes or it's
  ignored. Here is an example:

  Thanks to suggestions from K3CT I recovered the lost summary window.
  Here is what I did: I have a DOS partition on my hard drive. I
  copied the bin file to the CT directory in the DOS partition. I
  re-booted to DOS and ran the -reset switch. It worked perfectly. It
  reset everything to default colors, positions, etc.  I re-booted
  again this time in XP and brought up CT with the bin file and the
  summary window is back. For whatever reasons, on my computer running
  XP, the -reset switch does not work.
