This turned out to be a little bit of a pain. The RAC.DAT file sent to me by
VE5CPU had some none ANSI characters (hex AO) in the file which hosed up the
parsing of the file.
In addition, there is embedded code that had the old provinces in the headers.
I have fixed CT to ignore the bad characters in the RAC.DAT as well as fix the
headers. I am releasing this version tonight because the Canada Day contest is
in two days!
