I think the confusion is that 4.2 and 5.2.3 seem to be contradictory.
4.2 says that KL7/KH6 send a report with the state, but 5.2.3 says that
they are scored as countries. The scoring should be the same either way
as there are no double multipliers in the 10m contest (ie, Canada and
USA don't count as countries). Consequently, CT appears to be
logging/scoring correctly.
