In CQP (non-CA) the dupe checking is not invoked until you try to enter the QSO.
CT cheerfully gives the "XXXX needed call" banner and the "check call" window
doesn't give you a hint. I expect this behaviour stems from the fact that a CA
station might move to another county from your previous QSO, thus it's
'workable' in the new county.
Perhaps the program could at least alert you with a 'possible dupe' banner so
S&P guys can listen to the ongoing exchange before dropping their call into the
fray?

There is no voodoo or magic associated with RF
propagation. There are several perfectly sound
technical reasons why it is beneficial to occasionally
sacrifice a goat in your antenna field.
