[ct-user] CT 9.70 and RAC Winter Test

I was doing some quick and dirty testing at work.  Just wanted to see if
some basic functionality was still working.

When I was on the MULT station,  I would log a new  Mult, but there was NO
10 minute timer.  So, before I log a bug, I want to know if this is normal,
or something that is missing.  M/S rules are the same as CQWW.
