You seem to be confusing two things here.
You need a serial interface between the radio and CT in order to track
frequency. I don't know what kind of radio you have, but for example a
TS-940 needs an internal IF-10B circuit, and an external IFC-232
interface (I may have the names messed up). The IFC-232 connects to
your radio via a null-modem cable, and to an available COM port on your
computer.
To send CW, you need to build a one-transistor circuit from an
available COM (separate from the radio interface above) or LPT port and
connect this to the "Key In" jack on your radio. The description for
this circuit is in the CT manual.
