[ct-user] IOTA not scoring correctly...

I tried version 9.49.004 in hopes of using it for the IOTA contest this
summer.

I note that it seems to be scoring all contacts at 15 points, when only
island stations should be 15 points.  The others are supposed to be only
5 points I think.

Thanks, Ken, for including this contest.  Can you look at the scoring
and get it corrected for the regular QSOs?  It should be 15 for an IOTA,
5 for all others, except 2 for the same country and/or the same island.
