Dave, you are using an outdated country file.
The VP6 change occurred in October 1998 - see the release history:

Country files are released periodically, usually coinciding with a major
contest (CQWW or ARRL DX). There is a 'What's New" link on www.k1ea.com
that is a running history of what has changed on the web site. Everyone
who uses CT but doesn't follow the reflector should check there occasionally.
Bottom line, if you having country or multiplier problems, go to
www.k1ea.com , download the latest data files, and see if that fixes your
problem. If not, then maybe a post to the reflector would help.
