[ct-user] CT9.46.002 and TS-850

Radio control of Kenwood TS-850 does not work properly. The version of
CT is 9.46.002.

1. A single press of Ctrl-F1 or Ctrl-F2 only changes the band of the
   radio. A second press changes the band of CT.

2. The center line in the Band Map does not reflect the current
   frequency of the radio. 

3. The information added to the Band Map by pressing Ctrl-Enter is
   not correct. The frequency of the entered line is the one of the
   radio.

Manual QSY by entering the frequency in the callsign field works fine,
so I believe the interface cable and software settings are O.K.
