there are 2 ways to do this that i know of.
1. if your isp lets you have a shell account that has a command line
telnet program available you can dial in with a dumb modem in place of
the tnc and run the program straight from ct's packet window.
2. if you have a separate computer for internet access you can use my
wintelnetx program (or maybe dxtelnet or some other programs can do this
also?). my program lets you connect to multiple internet clusters
and/or tnc's and/or local packetcluster nodes via serial ports and feed
them to either ct's network (serial or ethernet) or to a com port that
your ct machine can connect to like it was a tnc. this leaves you free
to use other internet features like monitoring geomagnetic and solar
activity at the same time. you might be able to do this on one machine
with 2 spare com ports or 2 nic's, but i haven't tried that myself yet.
