Check to see if it works with a terminal program like ProComm which is a DOS
terminal program available from http://www.hotfiles.com (part of ZDnet).
I think you will find you have a bad cable, or a com port that is sharing an
IRQ with something else. Try another cable or another com port.
It is likely not CT.
