CT WWW pages are fixed

I finally fixed the CT WWW pages.  This means that the "File Archives" page
works again, if you want to download the latest country files via WWW
instead of FTP. or E-mail.

You can start at the URL listed at the bottom of this message, or go
directly to the files section:
