Update: CT Congest version 1.2

CT Users,

The CT Congest utility, has been updated. New bits are essentially to allow
testing of CT loop networks:

1.2   (6 Jan 1996)

+ Changed timing rate to give output by second and included a 1 per sec 
option.

+ Added CT network Loop support.

+ Added all network traffic to be shown in raw format.

+ Added misc extra messages to say whats going on.

 - Fixed QSO generation (occasionally failed to generate any!).
