You need to UUdecode the file.  Also GET uud.com and strip
off the mail headers.  Then if you run uud by itself, it
should give you a short help message.  Make sure you saved the
qrate file to a file called something OTHER THAN qrate.exe (qrate.uu
would be a good file name).
        uud qrate.uu
to decode the ASCII QRATE file.
