Studying the Rules, I'm pleased to see that PA stations get no mults for PA counties, and also awards for QSOs on the higher bands. This discourages the self-defeating practice (for the state QSO Party) of mobiles abandoning the higher bands to work short hop stations. And it means that those of us providing long haul QSOs will hang in.

Other state QSO parties who do allow mults for in-state QSOs would do well to follow it. I've abandoned those QSO Parties whose mobiles abandoned the higher bands when they were still open. I used to work them seriously, even won GA once, but no more.
