I think the problem with that suggestion, at least in the USA, is that digital
modes are not permitted in the phone segments (but image/SSTV is OK there).
Maybe a very high speed CW burst would substitute...

If AI can't do voice recognition well enough it should be possible to encode
sub-audible digital call signs and perhaps other data into SSB transmissions
which would then be grabbed by skimmers. This could work for analog or digital

are very good at understanding what I say, as well as what visitors with
various accents say. With proper legal rights to one of these, or to a
similar program, probably little new technology is needed for an SSB RBN

approved list of phonetics.
(2) Digital voice -- which is more spectrum efficient and clearer -- might
be easier to decode for RBN purposes.
