Are you sure that the actual station running on the frequency spotted
himself as someone else? Perhaps this was done mistakenly by having the
VE2*** in the entry field instead of his own N***callsign while trying to
self spot .  Incorrect spotting would only create a bunch of dupes in his
log from people that just click and call so it would make no sense to do
this intentionally.  What is the moral dilemma of self-spotting in an ARRL
contest?
