I know DX-peditions routinely give out 599, same for contests and that is fine. 
 However, in daily QSOs I want a real report.  I always give out a real report. 
 It gets annoying to have guys ask, "Is it a real 59?"  Too many guys give out 
59 and then ask for repeats on the call, name etc.  You can be sure that if you 
get a 599 from V31XX, you have a pure strong signal.  Yes, I give out 587 etc. 
if they deserve it.
