[CQ-Contest] MARAC logs being blocked

It appears that the published email address for submitting MARAC contest 
logs redirects to marac23[at]earthlink.net, and that the email server 
that does the redirecting is blocked by a blocklist used by Earthlink. 
It may be difficult to get logs submitted for MARAC until this is fixed.
