WHAT it is is not any mystery at all. It is just MSK144 mode part of WSJT-X. 
Set your WSJT-X to MSK144 mode and tune in 50.230 and it is easily decoded as: 
"VV N4WLO EM50", and being MSK144, many times there will be numerous copies of 
that same text when it is in there the full 15 second TX sequence. Is 
apparently from the New Orleans general area.

The only real mystery is WHY??? - N4WLO (apparently) is running in that way, 
and at that frequency. Comes across as being an effort to have a beacon. Though 
is way out of the beacon segment on 6M AFAIK.

6 is OPEN NOW and that strange signal is there again. about S-9 right now at
