The definitive list for CQ zones is found here:

http://www.cq-amateur-radio.com/cq_awards/cq_waz_awards/cq_waz_list.html

Parts of BY3 and BY9, and all of BY0 is in zone 23.

Does anyone know the history of the WAZ list, and how CQ decided on the
boundaries for each zone? In the US several call districts like 4, 7, and
8 are divided between 2 zones.
