[CQ-Contest] New DXLog.net website and group

We are moving DXLog.net to a new server.  Depending on when the DNS
refreshes you may see the old server for a while or you may see the new one.

We are also moving to DXLog@groups.io.  If you have an interest in DXLog
please subscribe.  The old reflector will be archived and made available on
the website.

This is all in progress and not everything is working on the new website
yet.
