[CQ-Contest] Online Scoreboards.

Make it available to all, both participants and observers, or nobody.

Ideally, competitive stations should use the scoreboard, for transparency,
educational, and public relations reasons.

If access to the scoreboard is somehow limited, or altogether closed to non
participants, 'conspiracy theorists' are going to have a ball.
