I have the MFJ-890 DX Beacon Monitor.
https://www.mfjenterprises.com/Product.php?productid=MFJ-890

Accuracy depends on timer sync from the built-in atomic receiver. It attempts
to sync each morning about 0200. If successful, a green LED turns on. It is
good for 24 hours.

Many have visited my shack and asked how it works. So, I turn on the receiver
and tune to the beacon frequency selected on the monitor. When they hear the
beacon, they look at the monitor to see the location of the beacon being
received. Pretty cool.

Such a beacon system already exists on the ham bands, much more applicable
because it covers every continent, not just Colorado and Hawaii, and transmits
at amateur power, not 10KW.

I heard that even if they stop transmitting the signals, the "Atomic Clock"
will keep running and maintained.

Here is a thought. What would be the legality, if Amateur Radio was to go
there, Make a Club, Call it the "WWV Club" or whatever.

And more or less take the same audio that WWV used to transmit. And make a
beacon using it on every ham band?

It could be used as a Propagation beacon, yet also informative too.

Legal?
