You are right.

The selection process ideally should be changed, especially for countries with several area slots for WRTC.

Each area should hold WRTC like contest (or two) during the selection period.

And winners of these local RTC should go to WRTC.

This would allow true operators competition not biased by geography or cost of setup.

This has to be considered because if aspiring WRTCers go remote to gain
points to qualify then selecting by geography makes absolutely no sense.

He appropriately reported his QTH as ME.

Section 6, area 2 of the 2018 WRTC qualification rules state that only
four scores from out of your home area will be accepted.

“ A maximum of 4 Event Scores can be from outside an applicant’s home
Selection Area (i.e.,
DXpeditions).”

That will undoubtedly be modified to include remote operations. As Ria
states, remote operation is obviously here to stay.

Not all of us have the resources and motivation to build a great station.
Thus people end up traveling. Multi scores are already limited and I can
completely understand how the progression of remote ops tech helps our
hobby as a whole with aging ham populace’s / smaller home lots.

Remote operation is here to stay but qualification criteria for WRTC will
need to adjust. If you’re competing primarily in W1 then you should compete
against W1, as it is in the actual contest results.

Three points that one should consider on this topic.

1.  With regard to the selection of an operator from Africa : there
were
only 3 competitors from Africa above 10,000 points in the qualifying
period, and many from other areas above 10,000  did not make the cut.
Indeed, there is no other op from Africa with more than even 4,500
points
-- the drop-off was very sharp after no.3.  Unfortunately, whether
justified or not, one of the top three was DQ in the CQWW and therefore
not
eligible.  Another was selected TL, but now has to cancel.  No. 3 (EA8RM)
already is on a team as a TM.  After that, there may be some super
operators -- and I think that there are -- but one cannot objectively
base
a WRTC selection decision on this because none compiled a record during
the
qualifying period anywhere near close to that of hundreds of other
competitors around the world who are not getting to compete.
2. With regard to teammates having to be from the same qualifying area
:
this is not the rule, and in fact fully 20 percent of the team leaders
chose teammates from outside their qualifying area.  Our communications
cross boundaries, and so do friendships, respect, and operating ability.
3. With regard to the contest activity in Africa : there have been very
significant efforts to promote ham radio and contesting in Africa, but
obviously much more needs to be done.  The WRTC selection process isn't
the
problem, sustained contest activity from Africa is the problem.

Medical situations often arise unexpectedly.  I was a US Team Leader
for WRTC 2006 held in Florianopolis, Brazil and I was forced to
withdraw just one month  before WRTC as a result of severe
complications of surgery, which made it impossible for me to operate
much less travel.

As a group, as contesters continue to age, it is more and more likely
that we will see an increase in medically related reasons for
withdrawals.

One thing is, I imagine it is quite rare for someone to drop out after
qualifying.  People work for years and invest considerable time,
money, and various other resources in order to qualify.  The most
likely scenario is a very last minute thing.  Someone gets sick, or
has a family emergency Or some situation in their home country becomes
dangerous.  In this case, the replacement process in the WRTC rules,
(basically a ad hoc, "ok, who can do this" process) is the only
feasible option.  The partner is already there, it wouldn't be right
to sideline him/her etc.  (Full disclosure, I'm already Planning on
being in Wittenberg, and I did put in for the position.)  A change a
month ahead of time isn't exactly the same, but I'm not sure it is
that much different.  It would be tough to get someone who wasn't
already planning on being there.

Regarding DL1CW, I know the request states that he *must* be the
partner.
Even if that wasn't included though, I can't imagine anyone not giving
him the spot, it's simply the right thing to do.

Well Randy is talking about 2 differents issues, one are rules, rules
that under my  personal view are not good in many aspects, but now is
not the question to talk about rules...... but I would like to says
something, there is a clasification, so 1st african TL second TM, and
the same for all others continents....... obviusly, the second guy was
working hard trying to be in the wrtc and he cannot, this is not fair,
for that's reason, 1º and 2º must be the team.


But my question is, the african TL for X reason cannot go to wrtc, the
team must be dissolve inmediately, new TL must has the option to
choice his own TM... maybe he will accept the currently TM, who knows,
but, anyway, new TL must have 2 options, choice a new one or accept
the
currentlyTM.

Finally, under my personal opinion, team members must be classified,
from Africa,.... in other case, are not a real African team
representation.

The Team Leader and Team Mate (TM) selection process is described at

Section 8 says "Each Team Leader may select a Teammate (TM) from
anywhere in the world."  That is how 5H3EE could select DL1CW as a
teammate.

Section 2 describes the process that will happen if a Team Leader (TL)
withdraws.  When it is this close to the date of WRTC, the option is
to make a request for Wild Card teams that would be able to attend the
competition.
The wild card team has to offer the TM position to DL1CW.

It is complicated, but this is not the first time this situation has
occurred for a WRTC.

by those who classified from Africa no from Germany. Other history,
if the wrtc allowed to the TL have a Team mate from anywhere..... in

Curious.  Was there no one else from AF qualified or qualified
enough for WRTC?
