Picking your targets in the pack is not really in the spirit of contesting -
neither is cheating -
The rules need to be slightly changed to something along the lines of:
C. Audio Recordings: to help adjudicate logs, all entrants should record the
transmitted and received audio as heard by the operator(s) for the duration of
the contest operation. The recording must be in a common format (e.g., mp3) and
should include the audio to each ear as a separate channel. The recording must
be a continuous recording (not a recording of individual QSOs). Time “off the
air” (when not transmitting or receiving) does not have to recorded. The
recording may be requested by the Committee within 120 days after the log
deadline. The recording files must be provided by the entrant(s) within 5 days
of the request. If no recording is made available, the Committee may reclassify
to an appropriate category, reclassify to Administrative Check Log, or
disqualify the entry.

First, nothing is formally announced by CQWWCC until the results are
final and published.
I hope that makes sense to everyone.
After publication, the Actions of the CQWWCC are published...on line.
