You can't look at the MM3AWD entry in a vacuum. His bootlegging of
MM0LID was happening in the recent past, not the distant past. It ended
only days before CQWW SSB. In addition, he entered in the QRP category,
which is easily abused by unscrupulous operators. A recording would be
very helpful to ascertain his approximate power level. For example, if
he is successfully working "big gun" stations who are not strong at his
QTH, that would make his use of QRP quite questionable.
