The Hams bring Millions of Dollars of Tourism to the city, county, and facilities. And they can not tell the horses to not play on the track for FOUR FRIKING DAYS? REALLY!?

I talked to several members of the Dayton Club about doing that.  I was told 
they can't as the track is used daily by the horses.  Sigh!
