The LOTW add on might be the most difficult piece. I am not sure how
much value there is to the random guy to have his LOTW contact
immediately available. I think there is more value in randoms having a
website where they can go and confirm they made the contact which we
have with Clublog and other services now.

The answer, apparently, is that LOTW cares less about whether the contact actually occurred (as in timely cross checked logs) and more about whether the license holder is authenticated. 5 days after CQ WW you log is in and locked down.
