Some people don't upload to LotW frequently.
Some don't upload at all.
You can't mandate that someone upload more frequently, or at all.
For example, I just received over a dozen confirmations from an Argentine
'special prefix' contest station, covering 2011 - 2014. My log shows I've
worked the same station in contests last year and this year. I'm sure in time
those uploads will arrive.
Nothing to worry about. This is a short-term issue. LotW has to be looked at
over the long haul.
