The interpretation you make is by no means logical and relevant for
contesting.
A RUN activity in non-allowed segments is not more violation of the rules
than single contacts in the same segment.
There is no reference in WAE rules (to my knowledge at least) that
"repeated violations" might cause disqualifications, and "single
violations" will not cause DQ... Therefore, single violations and repeated
violations count the same.
The question Sam LY5W raised is good, and the German organizers should be
more clear in wordings of rules, and implementation of rules. Non-clear
rules and vague implementation is the reason that some people feel tempted
to stretch the rules.
This is not about the common DX suggestion "work now and worry later if the
operation is valid or not". This is about contest and Fair Play - Follow
the rules... If rules are vague, or if contest sponsors have problems not
to DQ anyone, this is the real issue.
