How about a designated watering hole where both parties must QSY after the QSO? 
This rule should add enough friction to keep away the big gun runners and the 
S&Pers who have not already worked all of those runners. It would need to be a 
contest rule enforced by log checking to be effective, but it may more 
efficiently utilize the band late in the contest, and facilitate S&Pers working
